ECOLOGICAL FLOWS: Those flows that maintain at least the fish farming life that would naturally inhabit or could inhabit the river, as well as its riverside vegetation ( Art 42.1.c ' ), are understood as such. Ecological flows or environmental demands will not have the character of use for the purposes of the provisions of this article and following, and must be considered as a restriction that is generally imposed on exploitation systems. In any case, the rule on the supremacy of use to supply populations will also apply to environmental flows. set out in the final paragraph of section 3 of article 60 . The ecological flows will be established in the Basin Hydrological Plans. For its establishment, the basin organizations will carry out specific studies for each stretch of river.

RIVER NATURAL RESERVES: These are reserves created with the purpose of preserving, without alterations, those sections of rivers with little or no human intervention. These reserves are strictly limited to assets in the public hydraulic domain.

RIGHT OF USE: Everyone can, without the need for administrative authorization and in accordance with the provisions of the Laws and Regulations, use surface waters, while they flow through their natural channels, for drinking, bathing and other domestic uses, as well as for watering cattle.

FISHING: The protection, use and exploitation of fishery resources in continental waters, as well as aquaculture and fish restocking, will be regulated by general environmental legislation and, where appropriate, by its specific legislation.

CONTINENTAL WATERS: All the waters on the surface of the ground and all the subterranean waters located towards land from the line that serves as the basis for measuring the width of the territorial waters of the sea.

Renewable surface and underground waters, natural channels and their reservoirs, lakes and lagoons, aquifers, and desalinated waters of the sea ARE IN THE PUBLIC DOMAIN of the state.

The channels through which rainwater occasionally flow are PRIVATE as long as they cross, from their origin, only private property properties. The private domain of these channels does not authorize work to be done on them or to build works that may change their natural course.
